The start of the 20th century saw some push from scientific associations to calibrate India’s time to GMT. That recommendation was rejected by the colonial government, which opted for a unified time that sat squarely in the middle: five and a half hours ahead of GMT. In 2015, North Korea moved out of sync with South Korea by creating “Pyongyang Time,” putting the country eight and a half hours ahead of GMT instead of nine. A widely shared video of the episode showed four children lying on the ground in a parking lot, crying and screaming as several officers stood over them, sparking further outrage over a department already mired in controversy over the 2019 death of a Black man and its use of excessive force. The settlement was reached several months ago but remained confidential because there are children involved, David Lane, the lawyer, said by phone Monday. It is divided equally among Ms. Gilliam, her nieces, sister and daughter, he added, noting that the younger children will need to wait until they turn 18 to be able to access their share.

She received hormone treatments for her gender dysphoria for 18 years before she was jailed, the suit says. After the assault, the Department of Public Safety and Correctional Services took no action, the lawsuit alleges. It also required her to sign a waiver saying she wouldn’t hold the public safety department liable if anything happened to her in the men’s prison, it says.
